US DOC determination on certain pipes from Japan and Romania
The US Department of Commerce (DOC) announced its decision regarding the antidumping duty orders on certain carbon and alloy seamless standard, line, and pressure pipe from Japan and Romania. On May 5, 2005, the DOC initiated and the International Trade Commission (ITC) instituted a five-year review (“sunset”) of the antidumping duty order on certain large diameter carbon and alloy seamless standard, line, and pressure pipe from Japan, and certain small diameter carbon and alloy seamless standard, line, and pressure pipe from Japan and Romania. On April 24, 2006, the ITC determined that revocation of the existing antidumping duty orders on imports of large diameter carbon and alloy seamless standard, line, and pressure pipe from Japan, and small diameter carbon and alloy seamless standard, line, and pressure pipe from Japan and Romania would likely lead to continuation or recurrence of material injury to US domestic industries. As a result of the determinations by the DOC and the ITC that the revocation of the existing duties would likely lead to continuation or recurrence of dumping and material injury to the US industry, the DOC ordered the continuation of these antidumping duty orders. Accordingly, the duties will remain in effect.
