Restrictions on scrap export block Ukraine entry to WTO

Ukrainian government requested assistance from the executive powers in implementing of additional 17 laws in order to speed up the country's entry to the World Trade Organization (WTO). The new laws would mainly affect the regulations in the sphere of import-export operations, agriculture and access of foreign companies to services market of Ukraine. In particular, the list of the laws, which needs to be approved, includes the law on “Cancellation of Prohibition of Export of Scrap from Alloyed Steel, Scrap of Non-ferrous Metals and Semi-finished Products Containing Them”. It also includes a law on change of such restrictions into export duties on the above mentioned types of scrap and semi-finished products. In addition, Ukraine needs to change the regulations regarding the export duty on scrap of ferrous metal, which is currently Euro 30 per ton.
