Preliminary results of AD review on certain WR from Canada
On October 29, 2002 the US Department of Commerce (DOC) imposed antidumping duty order on carbon and certain alloy steel wire rod imported from Canada. Ispat Sidbec Inc (Ispat) was among the companies subject to the duty order. On January 14, 2005, Mittal Steel requested that the DOC to initiate a changed circumstances review to determine that it had become the successor-in-interest to Ispat. Upon Mittal's request, the DOC, on March 9, 2005, initiated a changed circumstances review of the antidumping duty order on imports of subject merchandise to determine whether Mittal is the successor-in-interest to Ispat, and as a result to find that antidumping duty order applied to steel wire rod manufactured and exported by Ispat should be applied to subject merchandise manufactured and exported by Mittal. The DOC preliminarily decided that no operational changes to Ispat/Mittal have occurred in terms the organizational structure, production facilities, management, customer base, or suppliers as a result of Ispat International N.V./Mittal Steel Company's acquiring LNM Holdings. Therefore, the DOC preliminarily determined that Mittal is the successor-in-interest to Ispat.
