US DOC imposes CVD order on imports of circular welded austenitic stainless pressure pipe from China

On March 19, the US Department of Commerce (DOC) announced the imposition of a countervailing duty (CVD) order on circular welded austenitic stainless pressure pipe from China, based on affirmative final determinations by the DOC and the US International Trade Commission (ITC).

On January 28, 2009, the DOC published its final determination in the countervailing duty investigation of circular welded austenitic stainless pressure pipe from China. On March 12, 2009, the ITC notified the DOC of its affirmative final determination of material injury to a US industry.

Accordingly, in the CVD investigation in question, Winner Machinery Enterprise Co., Ltd., the sole participating respondent, received a final subsidy rate of 1.10 percent. Froch Enterprise Co. Ltd, received a final subsidy rate of 299.16 percent based on adverse facts available, as the company failed to cooperate. All other Chinese exporters received a final subsidy rate of 1.10 percent.

The merchandise covered by this investigation are normally classified in subheadings
7306.40.5005, 7306.40.5040, 7306.40.5062, 7306.40.5064, and 7306.40.5085 of the Harmonized Tariff Schedule of the US. They may also enter under the subheadings 7306.40.1010, 7306.40.1015, 7306.40.5042, 7306.40.5044, 7306.40.5080, and 7306.40.5090.
