Tangshan to eliminate 7.43 million mt of dated steelmaking capacity in 2010

To accomplish targeted energy savings and emissions reductions within the 11th five-year plan period (2006-2010), the municipal government of the Chinese city of Tangshan has issued the following series of guidelines:

To restrict the development of industries with high energy consumption and high pollution, the authorities are permitted to halt provision of electricity and water for relevant enterprises.

To eliminate outdated capacities, this year the Tangshan government plans to eliminate 7.43 million mt of steelmaking capacities and 200,000 mt of coke production capacities. The execution of 146 energy-saving and emission-reduction programs and 130 contamination-reduction projects will be accelerated.

Benchmarkings will be implemented among large enterprises which have severe problems in energy consumption and emission discharge. Punitive electricity prices will be charged for enterprises characterized by high energy consumption and high pollution. Ongoing projects entailing high energy consumption and high pollution will be halted. 

Incentive mechanisms will be improved.The supervision of industrial enterprises will be strengthened. Inquiries will be held into the responsibility of relevant industry leaders.
