As stated at the 4th Carbon Trading Summit recently held in the Chinese capital Beijing, during the 12th five-year plan period (2011-15) in China a pilot project for carbon emissions trading will be carried out in Beijing, Chongqing, Shanghai, Tianjin, Hubei and Guangdong. However, given the difficulty in deciding carbon discharge reduction targets, there is as yet no specific schedule for the nationwide carbon trading project.

Insiders have stated that during the 2011-15 period the total consumption of standard coal in China could be around 4.1-4.2 billion mt. Only when a more accurate consumption figure is calculated, will the government be able to decide the carbon discharge reduction targets up to 2015 in the context of the abovementioned pilot project.
