The US Department of Commerce (US DOC) has announced the preliminary results of its antidumping duty administrative review against certain welded carbon steel pipe and tube from Turkey.
On May 15, 1986, in response to a request by a domestic interested party, Allied Tube and Conduit Corporation (Allied Tube), the DOC has conducted an administrative review of the antidumping duty order on certain welded carbon steel pipe and tube from Turkey. On May 5, 2008, the DOC published a notice of opportunity to request an administrative review of this order. On May 30, 2008, domestic interested party Allied Tube requested a review of Turkish producers Borusan and Tosçelik.
On July 1, 2008, the DOC published a notice of initiation of administrative review of the antidumping duty order on welded pipe and tube from Turkey, covering the period May 1, 2007, through April 30, 2008. Imports of these products are currently classifiable under the following Harmonized Tariff Schedule of the United States subheadings: 7306.30.10.00, 7306.30.50.25, 7306.30.50.32, 7306.30.50.40, 7306.30.50.55, 7306.30.50.85, and 7306.30.50.90.
This review covers the Borusan Group (Borusan), including Borusan Mannesmann Boru Sanayi ve Ticaret A.Ş. and Borusan İstikbal Ticaret T.A.S. and other affiliated companies, and Tosçelik Profil ve Saç Endustrisi A.Ş. (Tosçelik), each a producer and exporter of the subject merchandise.
After Tosçelik informed the DOC that it had no sales, shipments or entries of subject merchandise in or to the United States during the period of review, the DOC published a notice of intent to rescind the administrative review in part on October 10, 2008.
Accordingly, the DOC preliminarily determined that Borusan made sales below normal value. As a result of this review, the DOC has calculated 7.64 percent cash deposit rate for The Borusan Group, Borusan Mannesmann Boru Sanayi Ve Ticaret, A.Ş. and Borusan İstikbal Ticaret T.A.Ş.
