CBSA sets duties on pipe from seven countries

The Canadian Border Services Agency (CBSA) has announced its preliminary determinations in the antidumping and countervailing duty investigations of certain carbon steel welded pipe from the following countries: India, Korea, Oman, Taiwan, Thailand, Turkey, and the United Arab Emirates.

The CBSA found the following estimated dumping and subsidy margins, with the total amount of the provisional (preliminary) duties. These duties went into effect on August 13, 2012.

China:

  • Chung Hung Steel Corporation: 0 percent estimated dumping margin and 0 percent total provisional duty payable as percentage of the export price
  • Shin Yang Steel Co. Ltd: 0.5 percent estimated dumping margin and total provisional duty payable as percentage of the export price
  • Yieh Phui Enterprise Co. Ltd.: 4.4 percent estimated dumping margin and total provisional payable duty as percentage of the export price
  • All other exporters: 84 percent estimated dumping margin and total provisional payable duty as percentage of the export price
India:
  • Manu International: 19.3 percent estimated dumping margin; 4.6 percent estimated subsidy amount; 23.9 percent total provisional payable duty as percentage of the export price
  • All other exporters: 84 percent estimated dumping margin, 54.7 percent estimated subsidy amount; 138.7 percent total provisional payable duty as percentage of the export price
Oman:
  • All exporters: 84 percent estimated dumping margin; 34.6 percent estimated subsidy amount; 118.6 percent total provisional payable duty as percentage of the export price

Korea:

  • All exporters: 84 percent estimated dumping margin and total provisional payable duty as percentage of the export price

Thailand:

  • Pacific Pipe Public Co. Ltd.: 6 percent estimated dumping margin and total provisional payable duty as percentage of the export price
  • Saha Thai Steel Pipe Co.: 9.2 percent estimated dumping margin and total provisional payable duty as percentage of the export price
  • All other exporters: 84 percent estimated dumping margin and total provisional payable duty as percentage of the export price

Turkey:

  • Borusan Mannesmann Boru Sanayi ve Ticaret A.S.: 25.7 percent estimated dumping margin and total provisional payable duty as percentage of the export price
  • Erbosan Erciyas Boru Sanayii ve Ticaret A.S.: 13 percent estimated dumping margin and total provisional payable duty as percentage of the export price
  • All other exporters: 84 percent estimated dumping margin and total provisional payable duty

United Arab Emirates:

  • Conares Metal Supply Ltd.: 5.7 percent estimated dumping margin and total provisional payable duty as percentage of the export price
  • All other exporters: 84 percent estimated margin of dumping and total provisional payable duty as percentage of the export price
