The US Department of Commerce (US DOC) has announced the preliminary results of its changed circumstances review (CCR) carried out to determine whether Thailand's Sahaviriya Steel Industries Public Company Limited (SSI) has resumed dumping of hot rolled carbon steel flat products and, consequently, has declared its intention to reinstate the antidumping (AD) duty order for the company in question.
On May 17, 2006, the DOC revoked the AD duty order with respect to SSI after having determined that SSI sold the merchandise in question at not less than normal value (NV) for a period of at least three consecutive years.
In its latest findings, the DOC preliminarily determined that SSI has sold hot rolled steel at less than NV and that hot rolled steel produced and exported by SSI should be reinstated in the antidumping duty order on hot rolled steel from Thailand.
As a result of the review, the DOC has preliminarily determined a weighted-average dumping margin of 9.05 percent for SSI, for the period July 1, 2006 through June 30, 2007.
With SSI thus preliminarily reinstated in the antidumping duty order, a cash deposit requirement of 6.42 percent will be in effect for all shipments of the subject merchandise manufactured and exported by SSI.
The DOC intends to complete this review by April 22, 2009.
