Ja Yinsong, an official of Chinese Ministry of Industry and Information Technology said that it is not appropriate to centralize the power rationing measures, however adding that, it should be implemented in an institutionalized and standardized way.

As of July, various regions in China, such as Zhejiang, Jiangsu, Shanxi, Hebe and Hainan have implemented the policy of energy rationing to meet their energy saving and emission reduction targets.

The energy saving target in China's eleventh five-year plan, which is to be concluded at the end of 2010, is 20 percent decrease in energy consumption per GDP.

"In regions with challenging energy saving and emission reduction targets, the local governments have implemented power rationing measures," Jia yinsong said, adding that extreme action should not be taken while implementing the policy as centralized energy rationing is not consistent with the purpose of emission reduction.
