US ITC rules that steel plate from Brazil, South Africa, and Turkey injures the US industry

The US International Trade Commission (US ITC) today determined that a US industry is materially injured by reason of imports of carbon and alloy steel cut-to-length plate from Brazil, South Africa, and Turkey that the US Department of Commerce (DOC) has determined are sold in the United States at less than fair value.
 
All six Commissioners voted in the affirmative. As a result of the ITC’s affirmative determinations, the DOC will issue antidumping duty orders on imports of this product from Brazil, South Africa, and Turkey.
 
The Commission also made negative findings with respect to critical circumstances with regard to imports of this product from Brazil and Turkey.  As a result, goods that entered the United States from Brazil and Turkey prior to September 22, 2016 (the date of the DOC’s affirmative preliminary determinations), will not be subject to retroactive antidumping duties.
