US ITC initiates AD, CVD investigations of line pipe from China, S. Korea

The US International Trade Commission (ITC) has initiated antidumping and countervailing duty investigations into imports of certain circular welded carbon quality steel line pipe from China and South Korea, in response to a petition filed April 3, 2008 by a group of US pipe producers including Maverick Tube Corp., Tex-Tube Co., and US Steel Corp.

The investigation covers circular welded carbon quality steel pipe used for oil and gas applications, with an outside diameter of no more than 16", regardless of wall thickness, surface finish, end finish, and stenciling.

The petition alleges that the imports in question are being, or are likely to be, sold in the US at less than fair value, and that the domestic industry is being materially injured or is threatened with material injury by reason of such imports.

If there are no extensions, the ITC must reach a preliminary determination in these investigations in 45 days, or in this case, by May 19, 2008.
