US issues final circumvention rulings on welded pipe imports

The US Department of Commerce (DOC) has announced its final circumvention ruling on certain circular welded carbon steel pipes and tubes, and circular welded non-alloy steel pipe made with substrate from Taiwan, completed in Vietnam, and then exported to the US during the period between January 1, 2017, and December 31, 2021.

Completing its investigation, the DOC determined that imports of the given products completed in Vietnam using Taiwan-origin hot rolled steel are not circumventing the antidumping duty orders on the products in question from Taiwan.

The subject merchandise is provided for in subheadings 7306.30.5025, 7306.30.5032, 7306.30.5040, 7306.30.5055, 7306.30.10.00, 7306.30.50.25, 7306.30.50.32, 7306.30.50.40, 7306.30.50.55, 7306.30.50.85, and 7306.30.50.90 of the Harmonized Tariff Schedule of the United States (HTSUS).
