The US International Trade Commission (ITC) made its preliminary determination Friday in the antidumping (AD) and countervailing duty (CVD) investigation of circular welded carbon-quality steel pipe from India, Oman, United Arab Emirates and Vietnam.

As expected, the ITC made an affirmative determination, deciding that there is a reasonable indication that the US industry is materially injured by standard pipe imports from the four countries.

As a result, the US Department of Commerce will continue its full-scale AD and CVD investigations of all four countries.

The preliminary countervailing duty determination in the case is due on or around January 19, 2012, and its preliminary antidumping duty determination due on or about April 3, 2012.

In 2010, circular welded carbon-quality steel pipe imports from the four countries totaled 176,314 net tons, and were valued at $150 million.
