The US Department of Commerce (DOC) announced Wednesday the results of its expedited sunset reviews of the antidumping (AD) order on cut-to-length carbon steel plate from China and the suspension agreements on cut-to-length carbon steel plate with Russia and Ukraine.
The DOC made affirmative determinations with respect to all countries, finding that revocation of the order and suspension agreements would be likely to lead to the continuation or recurrence of dumping.
The US International Trade Commission (ITC) is conducting a full sunset review of these orders and suspension agreements. Parties will have the opportunity to file briefs, testify at the ITC's public hearing, and submit comments. The ITC will also send questionnaires to US and foreign producers, US importers, and US purchasers.
A negative injury determination by the ITC will result in the revocation of the AD order on China and the suspension agreements with Russia and Ukraine, despite the DOC's affirmative determinations in its sunset reviews. On the other hand, an affirmative determination by the ITC will mean that the order and suspension agreements will be continued for a further period of five years.
