US DOC released final AD/CVD margins for NOES

The US Department of Commerce (DOC) released Wednesday its final determinations in the antidumping (AD) and countervailing duty (CVD) investigations of non-oriented electrical steel (NOES) from China, Germany, Japan, Korea, Sweden, and Taiwan.

The DOC has calculated the following final AD and CVD margins:

(1)  China

(a)  AD Investigation:  China-wide rate – 407.52 percent.  The DOC also made a final determination that critical circumstances exist with respect to all NOES imports from China.

(b)  CVD Investigation:  Baoshan Iron & Steel Co. Ltd. – 158.88 percent; and All Other Chinese Producers and Exporters – 158.88 percent.  The DOC also made a final determination that critical circumstances exist with respect to all NOES imports from China.

(2)  Germany

(a)  AD investigation:  CD Walzholz – 98.84 percent; ThyssenKrupp Electrical Steel EBG GmbH – 98.84 percent; and All Other German Producers and Exporters – 86.29 percent.  The DOC also made a final determination that critical circumstances exist with respect to NOES imports from Walzholz and ThyssenKrupp Electrical Steel EBG but not with respect to NOES imports from other German producers and exporters.

(3)  Japan

(a)  AD investigation:  JFE Steel Corporation – 204.79 percent; Sumitomo Corporation – 204.79 percent; and All Other Japanese Producers and Exporters – 135.59 percent.  The DOC also made a final determination that critical circumstances exist with respect to NOES imports from JFE Steel and Sumitomo but not with respect to NOES imports from other Japanese producers and exporters.

(4)  Korea

(a)  AD Investigation:  POSCO / Daewoo International Corporation – 6.88 percent; and All Other Korean Producers and Exporters – 6.88 percent.  The DOC also made a final determination that critical circumstances do not exist with respect to NOES imports from Korea.

(b)  CVD Investigation:  POSCO / Daewoo International Corporation – 0.65 percent (de minimis).  The de minimis margin for POSCO / Daewoo – the only mandatory respondent in the CVD investigation – means that the CVD investigation of NOES from Korea will be terminated.

(5)  Sweden

(a)  AD investigation:  Surahammars Bruk AB – 126.72 percent ; and All Other Swedish Producers and Exporters – 98.46 percent.  The DOC also made a final determination that critical circumstances exist with respect to all NOES imports from Sweden.

(6)  Taiwan

(a)  AD Investigation:  China Steel Corporation – 27.54 percent; Leicong Industrial Company Ltd. – 52.23 percent; and All Other Taiwanese Producers and Exporters – 27.54 percent.

(b)  CVD Investigation:  China Steel Corporation and its affiliates Dragon Steel Corporation, HiMag Magnetic Corporation, and China Steel Global Trading Corporation – 0.48 percent (de minimis); Leicong Industrial Company Ltd. – 17.12 percent; and All Other Taiwanese Producers and Exporters – 8.80 percent.  The de minimis margin for China Steel and its affiliates means that these companies will be excluded from any eventual CVD order on NOES from Taiwan.

The US International Trade Commission is scheduled to make its final determination in these investigations on November 6, 2014.
