On November 3, the US Department of Commerce (DOC) announced in the Federal Register that it has preliminarily concluded that Mexico-based ArcelorMittal las Truchas, S.A. de C.V. (AMLT) is the successor-in-interest to Siderurgica Lazaro Cardenas las Truchas S.A. de C.V. (Sicartsa) for purposes of determining antidumping duty liability.

The DOC has published the notice in the preliminary results of its antidumping (AD) duty changed circumstances review in response to a request from AMLT, claiming that Sicartsa changed its name to AMLT, requesting AD duty liability.

Sicartsa, as an exporter of carbon and certain steel alloy wire rod from Mexico to the United States, was given a 1.26 percent AD margin in 2006.
