On January 28, the US Department of Commerce (DOC) announced the final results of an antidumping (AD) duty new shipper review on circular welded carbon steel pipes and tubes from Thailand.
According to the DOC's announcement in the Federal Register, on October 28, 2008 the DOC initiated a semiannual new shipper review of the AD order on circular welded carbon steel pipes and tubes from Thailand in response to a timely request from Pacific Pipe Public Company, Limited (Pacific Pipe). The period of review is March 1, 2008 through September 30, 2008. The domestic interested parties for this proceeding are Allied Tube & Conduit Corporation and Wheatland Tube Company.
The DOC, in line with its preliminary determination, has decided that the US sale of subject merchandise made by Pacific Pipe is below normal value, but has made a change in the margin determined in the preliminary review according to the briefs submitted by the parties.
As a result of its review, the DOC has determined the final AD margin for Pacific Pipe as 5.14 percent for the period in question. The DOC had preliminarily determined a 4.79 percentage margin for the respondent.
The products covered by the AD order are certain welded carbon steel pipes and tubes from Thailand, with an outside diameter of 0.375 inches or more, but not exceeding 16 inches. The subject product, which is commonly referred to in the industry as "standard pipe" or "structural tubing," is classifiable under the Harmonized Tariff Schedule of the United States item numbers 7306.30.1000, 7306.30.5025, 7306.30.5032, 7306.30.5040, 7306.30.5055, 7306.30.5085, and 7306.30.5090.
