US DOC issues final critical circumstances decision on OCTG from China

On 19 April, the US Department of Commerce (DOC) published its final antidumping (AD) determination, final targeted dumping determination and the final determination of critical circumstances in the investigation of oil country tubular goods (OCTG) from China in the Federal Register.
 
As SteelOrbis previously reported, in its decision firstly revealed on April 12, the DOC determined the rate of 29.94 percent for all mandatory respondents while it submitted a rate of 99.14 percent for all other Chinese OCTG exporters/producers.
 
In its detailed determination issued in the Federal Register, in line with the preliminary determination, the DOC also announced that critical circumstances exist for the China-wide entity, while it did not find that critical circumstances exist with respect to the mandatory respondents.
 
The DOC rejected the application of Changbao Steel Tube Co Ltd and Jiangsu Changbao Precision Tube Co Ltd (collectively Changbao) to obtain a separate dumping rate, while Tianjin Pipe (Group) Corp and Tianjin International Economic and Trading Corp (collectively TPCO) was found to be engaged in targeted dumping.
 
The DOC had issued its preliminary and revised preliminary determinations on November 17, 2009 and December 30, 2009, respectively. The period of the investigation was October 1, 2008, through March 31, 2009.
