On July 28, the
US Department of Commerce (DOC) announced in the Federal Register the final results of its countervailing duty (CVD) administrative review for certain welded carbon steel standard
pipe from
Turkey.
The administrative review covering February 1, 2008, through January 31, 2009 concerns: Borusan Group, Borusan Mannesmann Boru Sanayi ve Ticaret A.S. (BMB) and Borusan Istikbal Ticaret T.A.S. (collectively, Borusan); Yucel Boru Group, Cayirova Boru Sanayi ve Ticaret A.S., Yucelboru Ihracat Ithalat ve Pazarlama A.S., and Yucel Boru ve Profil Endustrisi A.S. (collectively Yucel); Tosyali dis Ticaret A.S. and Toscelik Profil ve Sac Endustrisi A.S. (Toscelik Profil) (collectively, Toscelik); and Alexico Group Plc.
In line with its preliminary determination announced on April 1 and published by SteelOrbis on the same date, the DOC determined a final total net subsidy rate of 0.12 percent for Borusan and of 0.09 percent for Toscelik, pointing out that all rates are de minimis and will not be executed.
These margins compare with the former margins of zero (de minimis) in the DOC's CVD determination dated March 7, 1986.
As SteelOrbis previously reported, the petitioner Wheatland Tube Company amended its request for an administrative review by withdrawing its request for a review of respondent Alexico Group Plc, while Yucel had no shipments into the
US during the administrative review period.
Imports of steel plate are currently classified in the Harmonized Tariff Schedule of the United States (HTSUS) under subheadings, 7306.30.10, 7306.30.50 and 7306.90.10.
