On March 3, 2009, the US Department of Commerce (DOC) announced the extension of the time limit for the preliminary results of its antidumping (AD) duty administrative review of certain large diameter carbon and alloy seamless Standard, line, and pressure pipes from Japan.
On July 30, 2008, the DOC published in the Federal Register the initiation of its administrative review of the antidumping duty order on certain large diameter carbon and alloy seamless standard, line, and pressure pipes from Japan, covering the period June 1, 2007, through May 31, 2008. The preliminary results for this administrative review had been due no later than March 2, 2009.
The review covers four manufacturers/exporters: JFE Steel Corporation, Nippon Steel Corporation, NKK Tubes, and Sumitomo Metal Industries, Ltd. These four manufacturers/exporters submitted letters to the DOC certifying that they made no shipments or entries for consumption in the US of the subject merchandise during the period of review. In response to the DOC's query to US Customs and Border Protection (CBP), CBP data showed period of review entries for consumption of subject merchandise that were manufactured by one of the respondent companies.
The DOC is soliciting additional information and comments regarding these entries. Because the DOC requires additional time to analyze the additional information and comments, it is not practicable to complete this review within the original time limit, i.e., March 2, 2009.
Therefore, the DOC is extending the time limit for completion of the preliminary results by 120 days to June 30, 2009.
