On January 15, 2009, the US Department of Commerce (DOC) announced its final results of the administrative review of the countervailing duty (CVD) order against corrosion-resistant carbon steel flat products from South Korea.
On September 9, 2008, the DOC had issued its preliminary results of the administrative review of the CVD order on corrosion-resistant carbon steel flat products from South Korea for the period of review from January 1, 2006, through December 31, 2006. Accordingly, the DOC preliminarily found that Pohang Iron and Steel Co. Ltd (POSCO) and Dongbu Steel Co. Ltd (Dongbu) received de minimis countervailable subsidies during the period of review.
While the DOC had received comments from POSCO, a respondent, it had received no comments from the petitioners US Steel Corporation and Nucor Corporation, or Dongbu, the other respondent.
After reviewing POSCO's comments, the DOC did not change its findings from the preliminary results. Consistent with the preliminary results, the DOC has found that POSCO and Dongbu received countervailable subsidies during the period of review, at rates of respectively 0.09 percent ad valorem (de minimis) and 0.22 percent ad valorem (de minimis).
