US DOC amends AD/CVD duties on pipe and tube from China

On Thursday, the Department of Commerce (DOC) announced that it has recalculated the dumping and countervailing duty margins for circular welded carbon quality steel pipe and light-walled rectangular pipe and tube from China in order to implement rulings by the World Trade Organization (WTO).

Accordingly, effective August 21, 2012, the dumping and countervailing duty deposit rates are revised as indicated.


A) Circular welded carbon quality steel pipe - amended antidumping duty rates

   The DOC has changed the dumping margin for the separate rate companies to 45.35    percent.  The margin from the original investigation was 69.20 percent.

   The DOC has also changed the China-wide margin to 68.24 percent. The original margin was 85.55 percent.

B) Circular welded carbon quality steel pipe - amended countervailable subsidy rates

a) Weifang East Steel Pipe Co., Ltd.: 29.83 percent (compared with original margin of 29.62 percent).                

b) Zhejiang Kingland Pipeline and Technologies Co., Ltd., and affiliated companies: 48.18 percent (compared with original margin of 44.93 percent).

c) Tianjin Shuangjie Steel Pipe Co., Ltd.; Tianjin Shuangjie Steel Pipe Group Co., Ltd.; Tianjin Wa Song Imp. & Exp. Co., Ltd.; and Tianjin Shuanglian Galvanizing Products Co., Ltd.:  620.08 percent (compared with original margin of 616.83 percent).

d) All others: 39.01 percent (compared with original margin of 37.28 percent).

C)   Light-walled rectangular pipe and tube - amended antidumping duty rates

a) Zhangjiagang Zhongyuan Pipe-making Co., Ltd.: 255.07 percent (compared with original margin of 264.64 percent).

b) Kunshan Lets Win Steel Machinery Co., Ltd.: 247.90 percent (compared with original margin of 249.12 percent).

c) Wuxi Baishun Steel Pipe Co., Ltd.: 247.90 percent (compared with original margin of 249.12 percent).

d) Guangdong Walsall Steel Pipe Industrial Co., Ltd: 247.90 percent (compared with original margin of 249.12 percent).

e) Wuxi Worldunion Trading Co., Ltd.: 247.90 percent (compared with original margin of 249.12 percent).      

f) Weifang East Steel Pipe Co., Ltd.: 247.90 percent (compared with original margin of 249.12 percent).

g) Jiangyin Jianye Metal Products Co., Ltd.: 247.90 percent (compared with original margin of 249.12 percent).

h) China-wide Rate: 255.07 percent (compared with original margin of 264.64 percent).

D) Light-walled rectangular pipe and tube - amended countervailable subsidy rates 

a)  Kunshan Lets Win Steel Machinery Co., Ltd.: 2.20 percent (compared with original margin of 2.17 percent).

b) Zhangjiagang Zhongyuan Pipe-making Co., Ltd., Jiangsu Qiyuan Group Co., Ltd.:  15.28 percent (original margin unchanged).

c) Qingdao Xiangxing Steel Pipe Co., Ltd.:  200.58 percent (original margin unchanged).

d) All others: 15.28 percent (original margin unchanged).
