Rep. Tim Murphy, the chairman of the US Congressional Steel Caucus, said that the US Department of Commerce (DOC) should reverse three preliminary decisions in recent steel import trade cases.
In remarks Tuesday at a Congressional hearing, Murphy said that the DOC should impose duties on imports of steel tube for the oil and gas industry from South Korea and Turkey, and on rebar from Turkey.
The DOC ruled in February that imported Turkish rebar had not been made using subsidies that unfairly benefited foreign companies. A separate antidumping ruling in April will determine whether the rebar was sold below market prices.
In another preliminary decision in February, the DOC declined to impose duties on OCTG from South Korea; it did rule, however, that imports from India, the Philippines, Saudi Arabia, Taiwan, Thailand, Turkey, Ukraine and Vietnam were being sold at unfairly low prices.
Murphy suggested that if the DOC does not reconsider the AD/CVD charges when it hands down final decisions later this year, Congress should consider introducing legislation.
