Shanxi Province implements “blacklist” system for coke exporters

On October 15, the "blacklist" system drafted by the department of commerce of China's Shanxi Province for coke exporters came into effect. With the new system, once any illegal behavior is found in the declaration of coke export qualifications or in usage of export quotas, the enterprise in question will be blacklisted and will not be allowed to apply for coke export qualification.

In the future, the relevant authorities will not allow the application of enterprises for coke export qualifications:
1. if coke producers do not comply with the national industrial policy;
2. if enterprises are on the list of dated capacity elimination;
3. in the event of illegal behavior during business in relation to customs, foreign exchange management, taxation, labor management, and other issues;
4. in the event of illegal conduct reported during the period of public review and which is proven to be true.
