The Russian Federation's Ministry of Economic Development and Trade (MEDT) has decided in favor of the imposition of antidumping (AD) duties in the amount of 7-25 percent against imports of ferromanganese from
Ukraine.
MEDT also suggested the imposition of a seven percent import duty on ferromanganese from Nikopol Ferroalloys Plant (NZF) and a 25 percent import duty on ferromanganese from Zaporizhsky Ferroalloys Plant (ZZF).
MEDT initiated an AD investigation into imports of ferromanganese from
Ukraine on July 24, 2005 at the request of the Russian Kosogoski Metallurgical Plant and Stkinskiy
Pig Iron Plant. According to their complaint, the dumping margin of Ukrainian-origin ferromanganese increased during the 2002-2004 period to 110.9 percent, and in January-February 2005 to 136.7 percent. Meanwhile, the volume of ferromanganese imports from
Ukraine increased by 32.6 percent from 2002 to 2004. Consequently, the initiators claim that this led to a decrease in Russian ferromanganese
production by 33 percent in the October 2004-March 2005 period compared to the same period of a year earlier, while domestic sales decreased by 33.8 percent during the period in question.
Following the completion on January 29, 2007, of the AD investigation regarding this issue, MEDT has sent its decision to the concerned ministries and institutions for their consideration. The final decision will be taken upon the receipt of comments from the concerned ministries and institutions.
