Mexico extends AD investigation into steel grinding balls imported from China

After a year of analysis, the Mexican government today issued a preliminary resolution “without the imposition of provisional countervailing duties” in the antidumping investigation of steel balls imported from China, regardless of the country of origin, and noted that the investigation continues.

“The administrative investigation procedure continues regarding unfair international trade practices, in the form of price discrimination, without the imposition of provisional compensatory duties on imports of steel grinding balls originating in China, regardless of the country of origin,” said the document published today by the Ministry of Economy (SE) in the official gazette of the Mexican government (DOF).

Currently, the product is imported into Mexico with tariff item 7326.11.03 of the General Import and Export Tax Law (TIGIE). Steel balls are mainly used in the mining sector for grinding minerals.

The preliminary resolution issued today comes after a year. On September 6, 2022, the anti-dumping investigation on the import of steel balls imported from China began. This began at the express request of the company Moly-Cop México (subsidiary of the American Molycop).

The investigation period is from January 1 to December 31, 2021 and the damage analysis period is from January 1, 2019 to December 31, 2021.

With the preliminary resolution, the interested parties will have until October 24 to appear again before the Ministry of Economy to present arguments and additional evidence that they deem relevant.
