India terminates AD duties on China, Russia

In an attempt to ease the burden of raw material costs for many domestic seamless pipe producers, India recently removed anti-dumping duties on specific grades of steel originating from Russia and China. The government's decision affects certain types/grades of alloy and non-alloy steel billets, bars and rounds with diameters ranging between 70mm – 250mm diameter and conforming to IS specification or any other international specification equivalent to IS standards. The government had imposed provisional anti-dumping duties on certain grades of alloy and non-alloy steel billets, bars and rounds originating from Russia and China in December 2000. The rates of the dumping duties were $14.9/mt for Oscol Electrometallurgical Combinat, $90/mt for other Russian steelmakers, and $133/mt for Chinese steelmakers. India's Commerce Ministry indicated that there were no imports from China through May 20 of this year. Furthermore, goods were exported below their normal value from Russia during the period of investigation. The ministry found that a situation of continuing injury caused by dumped imports could not be established. Additionally, it found that injury was not likely to recur if the anti-dumping measures were terminated.
