Hualing Steel Tube & Wire Co. escapes brunt of US AD/CVD measures

Although the US Department of Commerce (DOC) is to impose countervailing duty (CVD) of up to 616 percent and antidumping duty (AD) less than 85.55 percent on Chinese pipes, Hunan Province-based Hualing Steel Tube and Wire Co. has indicated that it will not be affected by this decision because the product in question is welded tube whereas the annual figure of 100,000 metric tons Hualing Steel exported to the US mainly consisted of seamless pipes.

China is still the largest supplier of seamless pipes to the US. Hualing Steel is one of the Chinese suppliers who exported a combined annual total of 200,000 metric tons of the product in question to the US. Hualing Steel now exports an annual figure of 100,000 metric tons of seamless pipes to the US market and over 100,000 metric tons to the Middle East market, with a small tonnage directed to China's southeastern market.

In 2007, China exported 2.2 million mt of pipes to the US, including 1.3 million mt of welded tubes, up 20 percent year on year, and 863,000 mt of seamless pipes, up six percent approximately.
