On June 27, 2006, the European Commission (EC) imposed an antidumping duty on seamless steel pipes and tubes imported from Russia.
The EC has decided on its own initiative to initiate a partial interim review of the existing measures against imports of seamless steel pipes and tubes from Russia. The review is limited to the examination of dumping levels as regards exporting producers/members of TMK Group (Volzhsky Pipe Plant, Taganrog Metallurgical Works, Sinarsky Tube Plant and Seversky Tube Works).
The main reason for the review is the significant change in the company's corporate structure. It has been judged that there is sufficient evidence that the company's corporate structure has changed significantly in a lasting way since the period on the basis of which the existing measures were established. Therefore, since the existing measures would no longer be necessary to offset dumping, the EC has decided to initiate a partial interim review to assess the need for the continuation, removal or amendment of the existing measures in respect of the group of companies mentioned above.
