China to tackle overcapacity problem by focusing on land supply

China's Ministry of Land and Resources has lately issued a document entitled, ‘Firm Implementation of Energy Saving and Consumption Reduction Strategy.' According to the document, supply of land will be blocked for constructions which contribute to overcapacity and blind expansion. In addition, enterprises that do not eliminate backward capacities as required by the authorities will not obtain land permission to commence construction of new projects. 

The document in question requires local governments to strictly control and plan land usage. The local land administration departments will have to work in accordance with the guidelines laid down by the government for land use. Local land administration departments should also make adjustment to the structure of mining land in cities and towns with increased emphasis on exploitation of such land in suburbs.
