China criticizes Brazil’s practice on steel imports

Commenting on Brazil’s antidumping (AD) investigation against high-carbon wire rod products from China, China's Ministry of Commerce (MOC) has stated that China and Brazil should strengthen dialogue and communication rather than taking unreasonable measures as they were both large developing countries and emerging economies. The MOC urged that Brazil should use trade remedy measures prudently in order to create a favorable trade environment among BRICS countries amid slowing economic growth worldwide.

In addition, Brazil plans to adopt the “surrogate country” system and poses artificial obstacles to China’s steel products, as stated by the MOC. The MOC expressed the hope that Brazil would terminate the “surrogate country” system in antidumping investigations against China by December 11, 2016 according to article 15 of the protocol China signed when joining the World Trade Organization (WTO).
