On September 10, the Canada Border Services Agency (CBSA) concluded its reinvestigation of the normal values and export prices of certain carbon steel pipe nipples and adaptor fittings in nominal diameters up to and including 15.24 cm originating in or exported from China.

The reinvestigation was initiated on June 9, 2010, as part of the ongoing enforcement of the Canadian International Trade Tribunal's finding of material injury of July 16, 2003 as amended on June 8, 2007. This finding was subsequently reviewed and continued on July 15, 2008.

The subject goods are normally imported into Canada under one of the following ten-digit Harmonized System classification numbers: 7307.99.99.11 and 7307.99.99.19.

The CBSA did not receive any cooperation from exporters during the reinvestigation, the CBSA said, pointing out that it did not receive any replies to its request for information. As a result, normal values have been determined in accordance with a ministerial specification, which is calculated by advancing the export price of carbon steel pipe nipples by 153 percent and carbon steel adaptor fittings by 117 percent.

These normal values will be effective for the subject goods released from the CBSA on or after September 10, 2010. All normal values previously in place expire on September 10, 2010.
