Scrap purchase prices in Russia have increased quite significantly since early May as had been expected by market players. Indeed, the steep price rise seen in Turkey has brought additional positive vibes to the segment and both mills and exporters have raised their purchase price levels in order to secure volumes. For now, the optimistic mood is set to prevail, but later on the uptrend may be restricted by a possible increase of the export scrap duty rate. Recently, Russia’s Ministry of Industry and Trade has submitted a proposal to increase the rate from €45/mt to €90/mt in order to curb excessive exports since prices have hit an historical high. Sources expect the decision will be taken by the end of the month and many of them believe an increase will be implemented, SteelOrbis understands.
