The US Department of Commerce (DOC) has made its final determination on stainless plate imports from the Belgium-located mill of ArcelorMittal for which preliminary results were published on June 6. The US DOC assessed a de minimis countervailing duty (CVD) margin after the administrative review.
Following its investigation, the US DOC has changed the calculations for the final dumping margin. Since the net annual CVD rate is just 0.20 percent or de minimis (0 percent) ended December 31, 2006, the US Customs and Border Protection agency will not assign a retrospective CVD for the period of review and will not collect CVD cash deposits on shipments of stainless plate from the Arcelor Mittal mill in Belgium going forward, meaning that Belgian stainless steel was found not to have been subsidized.
In conclusion, antidumping duty will be applied for the period of review and for AD cash deposits for US orders going forward.
