On March 30, 2006, the US Department of Commerce (DOC) received a request from Turkish producer Toscelik for a new shipper review of the countervailing duty order on certain welded carbon steel pipes imported from Turkey

Since the producer certified that it did not export subject merchandise to the US during the period of the investigation, the DOC, on May 2, 2006, initiated a new shipper review of the countervailing duty order on certain welded carbon steel pipes imported from Toscelik Profil ve Sac Endustrisi A.S (Toscelik), and its affiliated export trading company, Tosyali Dis Ticaret A.S (Tosyali). The review covered the period January 1, 2005, through December 31, 2005.

In the preliminary results dated February 26, 2007, the DOC determined that the net subsidy rate for the company under review was 0.20 percent ad valorem, which is de minimis.

Upon receiving no comments on the preliminary results, the DOC has decided not to make any changes in the preliminary results. Accordingly, the final results of this review do not differ from the preliminary results.
