On September 28, 2005, the US Department of Commerce (DOC) initiated an antidumping duty administrative review on certain corrosion-resistant carbon steel flat products imported from
Canada and South
Korea. The period of review is August 1, 2004, through July 31, 2005. In the preliminary results dated September 11, 2006, the DOC determined that Canadian producers Dofasco Inc and Sorevco and Do Sol Galva Ltd (collectively Dofasco) and Stelco Inc made sales to the US market at less than normal value. With regard to South
Korea, the DOC determined that Dongbu Steel Co Ltd, POSCO Group and Union Steel
Manufacturing made sales at less than normal value; however, the DOC determined that Hyundai Hysco did not make any sales of subject merchandise at less than normal value. Accordingly, the preliminary weighted-average dumping margins existing for the period August 1, 2004, through July 31, 2005 were as follows:

Based on the comments received, the DOC has decided to make changes in the margin calculations with respect to
Canada. With regard to South
Korea, the DOC has determined that Union and Dongbu sold subject merchandise at less than normal value (NV) and that HYSCO and the POSCO Group did not make sales of the subject merchandise at less than NV (i.e., they have a zero or de minimis dumping margin).Accordingly, the final results of this review differ from the preliminary results. The final weighted-average dumping margins existing for the period August 1, 2004, through July 31, 2005 are as follows:
