The US Department of Commerce announced Tuesday the preliminary results of its administrative review of the countervailing duty (CVD) order against hot rolled carbon steel flat products from India.
The review originally covered four producers/exporters, including Essar Steel Ltd; Ispat Industries Ltd; JSW Steel Ltd; and Tata Steel Ltd - during the calendar year 2007.
The DOC has preliminarily determined a countervailing duty margin of 21.95 percent for essar. This margin compares with Essar's current countervailing duty deposit rate of 17.50 percent.
The DOC has also preliminarily decided to rescind the reviews of the three other countries originally covered by the reviews because these companies had no shipments of subject merchandise to the United States during the period of review. The current countervailing duty deposit rates are 15.27 percent for Ispat Industries, 484.41 percent for JSW Steel, and 27.22 percent for Tata Steel.
The DOC plans to complete this review by April 2009, and the current CVD deposit rates will remain in effect until the DOC's final results are published in the Federal Register.
There is also an antidumping order against hot rolled carbon steel flat products from India. The current dumping duty deposit rates are 5.22 percent for Essar and 0.00 percent for Ispat Industries, JSW Steel, and Tata Steel.
