Tangshan announces production restrictions for April-September

In late January this year, the municipal government of Tangshan in China’s Hebei Province had announced that, in order to lower air pollution and improve air quality, it planned to implement production restriction measures during the period from March 1 to September 30 of the current year, in two stages, from March 1 to March 31, and from April 1 to September 30.

During the period from October 1, 2018 to March 31, 2019, Tangshan had adopted a four-tiered system to control blast furnace outputs of steelmakers. Accordingly, tier A mills could operate without any cuts, tier B mills were subjected to 30 percent cuts in blast furnace output, tier C mills to 50 percent cuts in blast furnace output, while tier D mills had to cut pig output by 70 percent and to completely shut down sintering of iron ore fines.

During the period from April 1 to September 30 in the current year, regions in Tangshan will be divided into two areas. Area one includes Lunan district, Lubei district, Kaiping district, Guye district, Fengnan district, Qian’an district, Luanzhou city, Luannan county, Leting Couty, Caofeidian and Seaport development zone, while area two includes the high-tech industrial development zone, Fengrun district, Zunhua city, Qianxi county, Yutian county, Lutai economic and technological development zone and Hangu administrative district.

In April, August and September, sintering machines of tier B and C mills in area two will operate at 50 percent capacity, while tier A mills in the area will have 20 percent of capacity shut down, with blast furnaces in area one continuing to operate as per the same requirements for the winter season (October 1, 2018 to March 31, 2019). Meanwhile, in May, June and July, sintering machines of tier B and C mills in area one will halt 50 percent of capacity, while tier A mills will halt 20 percent of capacity, with blast furnaces in area one continuing to operate as per the same requirements for the winter season.

Meanwhile, steel rolling mills in area one will have their operations suspended in area one in May, June and July, while steel rolling mills in area two will have their operation suspended in April, August and September.

At the same time, Tangshan city will reserve the right to implement stricter restrictions if there are heavy air pollution alerts in the April-September period.
