Russia imposes three-year AD duties on stainless steel flats from four countries

The Russian government has imposed antidumping (AD) duties on imports of nickel-alloyed flat rolled stainless steel products from China (including Taiwan and the special administrative regions Hong Kong and Macau), South Korea, Brazil and South Africa for a period of three years. The government decision No. 929 dated November 23, 2010 becomes effective one month after its official publication.

Accordingly, the antidumping duty was determined at 29.9 percent for Shanxi Taigang Stainless Steel Co., and at 39.1 percent for other Chinese enterprises. Meanwhile, Russia assigned different margins for exporters/producers as follows: 4.8 percent for South Korea-based POSCO, 62.8 percent for Daimyung TMS Co., Taihan ST Co., and other companies in South Korea; 21.1 percent for Brazilian producers and 33.3 percent for South African producers.

The new antidumping duties will impact imports of nickel-content stainless steel flat products under the following HS Codes: 7219 11 000 0, 7219 21 100 9, 7219 22 100 9, 7219 23 000 9, 7219 24 000 9, 7219 32 100 9, 7219 33 100 9, 7219 34 100 9, 7219 35 100 0, 7219 90 800 9, 7220 11 000 9, 7220 12 000 0, 7220 20 210 0, 7220 20 410 0, 7220 20 810 0 and7220 90 800 0.

The main stainless steel producers in Russia are Mechel and Russpetsstal.
