Preliminary results of AD review on certain pipes from two countries

Upon the request of the petitioners US Steel Corporation and the respondents Brazil's V&M do Brasil, and Romania's S.C Silcotub S.A, the DOC, on September 22, 2004, initiated an antidumping administrative review on small diameter seamless carbon and alloy steel standard, line and pressure pipes imported from Brazil and Romania. The review covered the period August 1, 2003, through July 31, 2004. The DOC preliminarily determined that sales of subject merchandise by V&M have been made at less than normal value (NV). On the other hand, Silcotub informed the DOC that it would not be participating in the review. Accordingly, the DOC preliminarily determined that the application of adverse facts available is warranted with respect to Silcotub. Therefore the DOC determined not to rescind the order with respect to Romanian producer. The weighted-average dumping margin for the period August 1, 2003, through July 31, 2004, is as follows:

Until the final results are published, the current dumping duty deposit rates will remain in effect. The dumping duty deposit rates are 7.96% for V&M and 1.35% for Silcotub. Interested parties are requested to comment on the preliminary results.
