India’s Directorate General for Trade Remedies (DGTR) under the Ministry of Commerce has initiated a review of the existing antidumping (AD) duty on seamless tubes, pipes, hollow profiles of alloy or non-alloy steel imported from China, a government official said on Tuesday, February 23.
The DGTR ‘sunset review’ notified and initiated on February 19, 2021, will aim to determine whether to continue with the imposition of the duties currently in force and to examine whether an expiry of the existing AD rates would lead to a continuation or recurrence of dumping and impact the domestic industry.
AD duty on imports of these products was first imposed in February 2017 and is scheduled to expire on May 16, 2021.
The review of the existing AD duty follows the application filed by domestic producers like ISMT Limited and Jindal SAW Limited with the DGTR seeking a review and continuation of the import protection, alleging that dumping of these products from China has continued even after the imposition of the duty and that there has been a significant increase in the volume of imports.
The DGTR notification stated, “There is likelihood of a continuation of dumping of these goods from China if the existing duty is allowed to expire. On the basis of the duly substantiated application and having satisfied itself on the basis of prima facie evidence submitted by the domestic industry, the authority hereby initiates sunset review investigations.”
