Canada issues final determination on dumping & subsidizing investigations of welded pipe from China

The Canadian International Trade Tribunal (CITT) announced on August 20 the final determination in its dumping and subsidizing investigations of carbon welded pipes originating in or exported from China. The investigations on the issue were initiated on January 23, 2008 following a complaint filed by ArcelorMittal of Montreal, Quebec.

The range of products under investigation includes carbon steel welded pipe, commonly identified as standard pipe, in the normal size range of ½ inch up to and including 6 inch (12.7 mm to 168.3 mm in outside diameter) inclusive, usually supplied to meet ASTM A53, ASTM A135, ASTM A252, ASTM A589, ASTM A795, ASTM F1083 or commercial quality, or AWWA C200-97 or equivalent specification. The pipe in question includes water well casing, piling pipe, sprinkler pipe and fencing pipe, but excludes oil and gas pipe made only to API specifications.

In line with its preliminary findings, the CITT has determined that the dumping and subsidizing of the abovementioned goods have caused injury to the Canadian industry. The antidumping and countervailing duties will therefore be collected by the Canada Border Services Agency.
