The Canada Border Services Agency (CBSA) has made its preliminary determination of the dumping investigation, pursuant to the Special Import Measures Act (SIMA), with respect to certain carbon steel plate and high strength low alloy steel plate originating in or exported from Ukraine.

According to the preliminary determination, provisional duties are payable on the subject product on or after October 5, 2009. The CBSA has estimated the dumping margin and provisional antidumping duty rates for the exporter Azovstal and the Metinvest Group of Companies as 14.7 percent of the export price.
