Today, the US International Trade Commission (ITC) will make its final determination in the antidumping (AD) and countervailing duty (CVD) investigations of seamless carbon and alloy steel standard, line, and pressure pipe from China.
The US Department of Commerce (DOC) has already made affirmative final determinations in both investigations - with AD margins ranging from 48.99 to 98.74 percent and CVD margins ranging from 13.66 to 53.65 percent. In addition, the DOC made affirmative determinations of critical circumstances in both investigations - affecting some but not all of the Chinese producers/exporters.
If the ITC makes affirmative injury determinations in these investigations, the DOC will issue formal AD and CVD orders. On the other hand, if the ITC makes determinations of no material injury or threat of material injury, then these investigations will be terminated, and no AD or CVD duties will be assessed.
Similarly, the ITC will make final determinations on critical circumstances. If the ITC makes negative determinations, critical circumstances will not apply.
