On Monday, the US International Trade Commission (ITC) made affirmative preliminary determinations in the antidumping (AD) and countervailing (CVD) investigations of galvanized steel wire from Mexico and China and the AD investigation of steel nails from the United Arab Emirates.
The ITC's vote was six to zero in the galvanized wire case and four to two in the steel nail case. As a result of the Commission's determinations, these investigations will continue at the US Department of Commerce.
The steel nail case was brought by Mid Continent Nail Corporation, which alleged that unfairly low-priced steel nail imports from UAE had materially injured the US industry and threatened the US industry with further injury.
In a press release, David Libla, President of Mid Continent Nail Corporation, stated that, "We are gratified and pleased by the Commission's affirmative determination that imports of steel nails from the UAE materially injured US producers and threatened us with further injury." He went on to state that "The Commission's affirmative determination is not surprising given that the UAE producers' shipments surged into the US market by over 146 percent over the period of investigation."
Certain steel nails subject to this investigation are currently classified under the Harmonized Tariff Schedule of the United States (HTSUS) subheadings: 7317.00.55, 7317.00.65 and 7317.00.75.
Galvanized wire subject to this investigation is currently classified under the HTSUS subheadings: 7217.20.3000, 7217.20.4510, 7217.20.4520, 7217.20.4530, 7217.20.4540, 7217.20.4550, 7217.20.4560, 7217.20.4570, and 7217.20.4580. These products may also enter under HTSUS subheadings: 7229.20.0015, 7229.90.5008, 7229.90.5016, 7229.90.5031, and 7229.90.5051.
