US ITC: No AD/ CVD orders will be issued on ex-China wire decking

The US International Trade Commission (ITC) Thursday made its final injury determination in the antidumping (AD) and countervailing duty (CVD) investigations of wire decking from China.

Although the US DOC previously determined that Chinese producers/exporters had sold wire decking in the United States at less than normal value (determining dumping margins from 14.24 percent to 143.00 percent); and in the CVD investigation, had determined that Chinese producers/exporters have received net subsidies margins of 1.52 to 437.11 percent, the ITC has announced it has made a negative injury determination, which means that these investigations will be terminated and no AD or CVD orders will be issued.

This is the first negative injury determination by the ITC in AD/CVD investigations of a steel product in some time.  The ITC will issue its written report in several weeks which will explain its determination.

The petitioners for the investigations were AWP Industries, Inc. (Kentucky), ITC Manufacturing, Inc. (Arizona), J&L Wire Cloth, Inc. (Minnesota), Nashville Wire Products Mfg. Co., Inc. (Tennessee ), and Wireway Husky Corporation (North Carolina).

The product covered by these investigations is currently classified in the Harmonized Tariff Schedule of the United States (HTSUS) under item number: 9403.90.8040.
