US DOC's preliminary decision on AD review on SS bar from India

The US Department of Commerce (DOC) published preliminary results of an antidumping administrative review on stainless steel bar imported from India. On March 23, 2005, the DOC initiated an antidumping administrative review for stainless steel bar imported from Indian producers Facor, Chandan, Isibars, Mukand, and Venus. The period of review was February 1, 2004, through January 31, 2005. However, since Isibars, Mukand, and Venus withdrew their requests for a review, the DOC decided to rescind the review with respect to these producers. Accordingly, the review covered two producers. However, based on Facor's submissions, the DOC found that Facor had no entries of the subject merchandise during the POR. Accordingly, the review with respect to Facor has also been rescinded. With respect to Chandan, the DOC preliminarily found that sales of subject merchandise have been made below normal value. The following weighted-average dumping margin exists for the period February 1, 2004, through January 31, 2005:
