US DOC slaps Chinese steel grating with massive final AD/CVD margins

On June 1, the US Department of Commerce (DOC) announced its affirmative final determinations in the antidumping duty (AD) and countervailing duty (CVD) investigations on imports of certain steel grating from China.

In the AD investigation, mandatory respondents, Ningbo Jiulong Machinery Manufacturing Co. Ltd/Ningbo Zhenhai Jiulong Electronic Equipment Factory and Shanghai DAHE Grating Co. Ltd. were determined to be part of the China-wide entity. Both respondents were assigned a dumping rate of 145.18 percent as part of the China-wide entity.

Three other companies, namely Sinosteel Yantai Steel Grating Co. Ltd., Ningbo Haitian International Co., Ltd./Ningbo Lihong Steel Grating Co. Ltd. and Yantai Xinke Steel Structure Co., Ltd. were qualified for a separate rate of 136.76 percent.

In the CVD investigation, the DOC determined that Chinese producers/exporters have received net countervailable subsidies of 62.46 percent.

Provided the US International Trade Commission (USITC), which is scheduled to make its final injury determination on or about July 2010, makes an affirmative decision, the DOC will give AD/CVD orders.

The products covered by these investigations are currently classified in the Harmonized Tariff

Schedule of the United States (HTSUS) under item number: 7308.90.7000.
