US DOC revises CVD margins for steel line pipe from China

On March 31, 2010, the US Department of Commerce (DOC) issued a notice of amended final determination in line with the final United States Court of International Trade (CIT) decision regarding final determination of the countervailing duty order on circular welded carbon quality steel line pipe from China.

On December 11, 2009, the CIT sustained the DOC's remand determination in the mentioned CVD review.

The DOC will instruct Customs and Border Protection (CBP) to collect cash deposits of estimated countervailing duties at the rate of 33 percent of the FOB invoice price on all shipments of subject merchandise from the Huludao Companies. Additionally, the DOC will instruct CBP to collect cash deposits of estimated CVD at the rate of 36.53 percent of the FOB invoice price on all shipments of subject merchandise.

As SteelOrbis previously reported, on January 23, 2009, the US DOC announced the amended final affirmative determination in the CVD investigation.

The revised subsidy rates were listed as follows in that determination before the CIT's decision:
